MIPA Hails Transnet’s Network Statement as Game-Changer for South Africa’s Rail Sector

The Multi-Modal Inland Port Association (MIPA) has commended Transnet’s groundbreaking Network Statement, a pivotal move toward modernizing South Africa’s rail logistics. 

Approved by Minister of Transport Barbara Creecy in December 2024, this initiative provides a clear framework for private sector access to the national rail infrastructure.

The Network Statement outlines access conditions, capacity allocation, and pricing structures, creating opportunities for private operators to invest in and revolutionize rail logistics. It aligns with the goals of the National Rail Policy White Paper and Freight Logistics Roadmap, which envision rail as the backbone of South Africa’s freight transport system.

Warwick Lord, Chairman of MIPA, described the announcement as transformative. “This clarity encourages private investment in rail operations, ensuring efficient, sustainable, and competitive freight solutions,” he said.

Developed through an inclusive consultation process with Transnet, rail stakeholders, and the Interim Rail Economic Regulator, the Network Statement aims to support the government’s goal of moving 250 million tonnes of freight annually via rail within five years. 

A fair tariff system and detailed insights into key corridors and infrastructure will empower private operators to innovate and expand services.

MIPA member and RailRunner South Africa Managing Director Mike Daniel expressed optimism, citing opportunities to deploy their lighter, sustainable wagons under the new tariff regime. While challenges such as security and signaling remain, innovative solutions like Terminal Anywhere® promise resilience and progress.

MIPA, representing major inland ports in South Africa and Namibia, is committed to fostering public-private partnerships, improving intermodal facilities, and driving sustainable logistics. 

By reducing road congestion, improving safety, and cutting emissions, MIPA supports South Africa’s broader goals for economic growth, job creation, and environmental sustainability.

“This is a pivotal step toward a modern, efficient, and sustainable rail system,” Lord concluded, emphasizing the need for collaboration between road and rail transport to achieve a seamless and integrated logistics network.
