SADC Condemns Gruesome Attacks by M23 on Internally Displaced Persons Camp in Eastern DRC

The Southern African Development Community (SADC) has issued a strong condemnation of the recent brutal assaults carried out by M23 rebels on the Mugunga Internally Displaced Persons (IDPs) Camp in Goma, Democratic Republic of Congo (DRC). 

The attacks, which occurred on May 3rd, 2024, resulted in the tragic deaths of at least 16 civilians, with approximately 30 others sustaining injuries.

The SADC Mission in the DRC (SAMIDRC) confirmed that these ruthless attacks primarily targeted innocent civilians, including women and children, constituting a clear violation of international humanitarian law and human rights principles.

The onslaught by M23 rebels has triggered widespread displacement of the population, obstructing crucial supply routes to Goma and exacerbating the already dire humanitarian situation in the region. 

Additionally, key roads vital for civilian movement and the delivery of humanitarian aid have become impassable due to the atrocities committed by armed groups, further impeding access to essential services and supplies.

In response, SAMIDRC, in collaboration with the Democratic Republic of Congo National Army (FARDC), has initiated operations to neutralize the M23 rebels and restore peace and security in the affected areas. 

These operations aim to reopen supply routes and ensure the safety of civilians and their properties, safeguarding them against imminent threats or attacks.

Crucially, SAMIDRC pledges to uphold human rights standards as prescribed by international law, including the Law of Armed Conflict, International Human Rights Law, and the laws of the Democratic Republic of Congo. 

Cooperation with various stakeholders will remain integral to improving the humanitarian and security landscape in the DRC.

SADC extends its deepest condolences to the Government of the Democratic Republic of Congo and the families of the victims affected by these heinous attacks.
