A Strong Compliance System Strengthens Oversight,” Says CAA Director General
The Civil Aviation Authority (CAA) has concluded a five-day ISO 37301:2021 Compliance Management System (CMS) Understanding and Implementation Training aimed at strengthening regulatory compliance and organisational governance.
The training, facilitated by the Zambia Bureau of Standards (ZABS), was held from 15 to 19 December 2025 and focused on key compliance management principles, regulatory obligations, risk-based approaches and the practical application of an effective Compliance Management System aligned with international best practice.
Speaking at the closing session, CAA Director General Captain Derrick Luembe underscored the importance of continuous capacity building in enhancing institutional performance and ensuring sustained regulatory compliance.
He reaffirmed the Authority’s commitment to staff training and development, noting that a robust Compliance Management System would ensure the CAA remains audit-ready and strengthens regulatory oversight in line with International Civil Aviation Organization (ICAO) requirements.
Captain Luembe further stated that the training forms part of CAA’s wider transformation agenda aimed at improving organisational maturity, governance frameworks and overall compliance performance.
He encouraged participants to actively apply the knowledge gained and to seek ongoing support to ensure effective and sustained implementation.
ZABS trainer Mr Stephen Mazimba commended CAA participants for their strong engagement, teamwork and practical approach throughout the programme.
He observed that an effectively implemented Compliance Management System provides a firm foundation for integrating other management systems, thereby enhancing organisational effectiveness and regulatory performance.
Mr Mazimba also assured the Authority of continued technical support beyond the training to promote successful implementation and continual improvement.
Delivering the vote of thanks, CAA Inspector – Airworthiness (Airframes and Engines), Mrs Hildah Simulambo, expressed appreciation to both ZABS and CAA management.
She noted that the knowledge acquired would help entrench a strong compliance culture within the Authority, improve accountability, transparency and consistency in regulatory functions, and support continuous improvement.
