Zambia Reaffirms Refugee Protection Commitment on World Refugee Day

The Government of Zambia has reaffirmed its unwavering commitment to refugee protection and integration, during national commemorations for World Refugee Day held in Kaoma District. The event was observed under the international theme “Solidarity with Refugees” and the national theme “Ubuntu in Action: Empowering Refugees.”

Speaking on behalf of Western Province Minister Hon. Kapelwa Mbangweta, Deputy Permanent Secretary Mr. Richard Mulwanda described Zambia as a “beacon of peace” for more than 100,000 persons of concern, including refugees, asylum seekers, and former refugees across settlements like Maheba, Mayukwayukwa, and Mantapala, as well as in urban areas.

Mr. Mulwanda highlighted Zambia’s inclusive development approach under the 8th National Development Plan (8NDP), marking the first time refugees have been directly integrated into national planning. “We are reinforcing our resolve to ensure that no one is left behind,” he said.

He pointed to key achievements such as the finalization of the National Refugee Policy in 2023, expansion of education and healthcare services in refugee settlements, and growing legal reforms. “Refugees and Zambian children are learning side by side. Clinics in settlements now serve over 20,000 people annually these are investments in dignity and shared futures.”

However, Mr. Mulwanda expressed concern over shrinking donor support. “Funding declines year after year, hampering our efforts to support both refugees and host communities. We urge our partners to scale up predictable and sustainable support.”

United Nations High Commissioner for Refugees (UNHCR) Head of Field Office in Kaoma, Mr. Jerome Seregwi, praised Zambia as one of Africa’s most generous refugee-hosting nations. “Zambia’s inclusive, development-focused approach particularly through the Comprehensive Refugee Response Framework (CRRF) and the 8NDP serves as a model across the continent.”

Mr. Seregwi called for strengthened partnerships and urgent resource mobilization to bridge gaps and empower refugees alongside host communities. “Let this be more than a commemoration it must be a call to action.”

World Refugee Day, observed annually on June 20, honors the resilience and contributions of displaced persons globally. Zambia’s 2025 commemoration echoed not only a proud humanitarian legacy but a progressive vision for integration and development.
