ZPPA Reviews 536 Procurement Plans in Q1
The Zambia Public Procurement Authority (ZPPA) has reportedly reviewed 536 annual procurement plans from procuring entities in the first quarter of this year.
In pursuit to section 57 of the public procurement Act, procuring entities were required to prepare and submit annual procuring plans to ZPPA by December 31 or prior to the commencement of the respective procuring entity’s financial year.
ZPPA Acting Director General Justin Matimuna announced this during the 2025 First Quarter media briefing in Lusaka on Monday, held at their offices.
Mr. Mutimuna urged all procuring entities to ensure that they submit their 2025 Annual Procurement Plans to the authority, warning that failure to comply with any provision of the Public Procurement Act is an offence.
ZPPA also conducted capacity building for procuring entities and other stakeholders to enhance their ability to undertake public procurement procedures in accordance with the Public Procurement Act and the Public Procurement Regulations.
“In the first quarter, ZPPA conducted five tailor made capacity building programmes and organised in person provincial workshops in Northwestern province encompassing all procurement personnel, procurement committee members and all bidders and suppliers,” he said.
Mr. Mutimuna highlighted that the training had 175 participants and ZPPA facilitated various stakeholder organised workshops where 2,910 people trained bringing the total number of people trained to 3,085 in the first quarter.
Giving an update on Electronic Government Procurement (e-GP) system, he said the authority conducted activities to enforce the use of the system by procuring entities and suppliers.
“14,884 tenders from 447 procuring entities were published on the system, representing 62 percent usage.
“ZPPA trained 15 procuring entities in the use of e-GP system during the first quarter, bringing the total number of procuring entities trained to 712,”he said.
During the period under review, Mr. Matimuna said the authority also undertook 11 investigations involving various procurement matters with nine being concluded and two are on-going as at March 31,2025.
He said ZPPA also considered 11 appeals from aggrieved bidders arising from various procurements with seven concluded while one was dismissed and three are ongoing as end March this year.
