Felix Mutati Honoured for Advancing Zambia’s Digital Growth

Government officials, regulators, mobile network operators, industry leaders and development partners have paid tribute to former Minister of Technology and Science, Felix C. Mutati, for his contribution to Zambia’s digital transformation and innovation agenda during his tenure from 2021 to 2026.

The farewell cocktail event, held in Lusaka, celebrated achievements recorded under the Ministry of Technology and Science, which was established in 2021 as part of government efforts to build a knowledge-based and digitally driven economy under President Hakainde Hichilema.

Speaking during the event, Hon. Mutati reflected on the Ministry’s journey and highlighted major milestones achieved during his tenure, including the rollout of 5G technology, expansion of internet connectivity, support for local ICT enterprises, and the distribution of more than 12,000 computers to promote digital inclusion and learning.

He also cited the launch of Smart Village initiatives, including the Chapula project, aimed at improving access to electricity, healthcare and digital services in rural communities.

Hon. Mutati described technology as a tool for transforming lives and reducing inequalities, stressing that digital transformation should ultimately improve livelihoods and create opportunities for all citizens.

Permanent Secretary Eng. Dr Brilliant Habeenzu commended Hon. Mutati for steering the Ministry during challenging periods marked by the COVID-19 pandemic, cholera outbreaks, economic disruptions and drought.

He highlighted several policy and institutional achievements recorded during the period, including the adoption of the National ICT Policy (2023), the Artificial Intelligence Strategy (2024–2026), and the National Digital Transformation Strategy.

Dr Habeenzu further noted progress in cybersecurity reforms, expansion of fibre optic infrastructure, growth in mobile money services, increased internet penetration and enhanced ICT contribution to Zambia’s Gross Domestic Product.

Director General of the Zambia Information and Communications Technology Authority (ZICTA), Eng. Collins Mbulo, praised Hon. Mutati’s leadership for promoting innovation, strengthening digital access and fostering collaboration between government, regulators and the private sector.

Speaking on behalf of mobile network operators under GSMA Zambia, MTN Zambia Chief Executive Officer Abbad Reda commended the former Minister for championing broadband expansion, digital inclusion and stronger public-private sector partnerships.

He said Hon. Mutati’s leadership helped promote affordable digital access, youth innovation, online safety campaigns and increased ICT investment across the country.

Stakeholders at the event described Hon. Mutati’s tenure as instrumental in laying the foundation for Zambia’s continued transition into a digitally empowered and innovation-driven economy.

The ceremony concluded with calls for continued collaboration among government, industry and development partners to sustain the momentum achieved in Zambia’s digital transformation journey.
