IBA Appoints Guntila Muleya as New Director General
The Independent Broadcasting Authority (IBA) of Zambia has appointed Mr. Guntila Muleya as its new Director General, effective May 6, 2024. Mr. Muleya takes over from Ms. Josephine Mapoma, who served in the position since the IBA’s inception in 2013.
Mr. Muleya brings a wealth of experience to the role, boasting a Bachelor of Science Degree in Marketing and a Master’s Degree in Business Administration with a focus on Management Strategy.
His career spans leadership positions in major organizations like National Breweries, Multichoice Zambia, and SEEDCO Zambia.
At Multichoice Zambia, the operator of DStv satellite television, Mr. Muleya spent seven years navigating various roles. He served as Country Manager for GOtv, Head of Sales and Marketing, and ultimately, General Manager Commercial. During this time, he gained significant exposure to broadcasting regulations.
His accomplishments include successfully overseeing GOtv’s digital migration, spearheading the creation of Zambia’s local channel, Zambezi Magic, and receiving the Africa GOtv Manager of the Year award in 2012.
Mr. Muleya’s experience extends beyond broadcasting. As CEO of SEEDCO Zambia, he oversaw operations in Zambia, Angola, and the Democratic Republic of Congo. There, he implemented a business transformation that increased accessibility of agricultural inputs for farmers.
He is known for his passion for technology and has a history of automating processes to improve efficiency.
The IBA’s new strategic plan emphasizes digitalization of licensing and monitoring procedures, aligning with the government’s digital transformation efforts. Mr. Muleya’s experience in this area is a perfect fit.
He is expected to lead the IBA on a transformative journey towards a more citizen-centric broadcasting landscape, fostering a more enabling regulatory environment through digitalization and improved stakeholder management.
The appointment was announced in a statement issued by Mr. Chikosola Chuula, Chairperson of the Board for the Independent Broadcasting Authority.
