ZRA Implements Mandatory Pre-Clearance for Commercial Goods
Effective May 1st, 2024, the Zambia Revenue Authority (ZRA) will enforce mandatory pre-clearance procedures for all commercial goods entering and exiting the country.
This announcement, made by Oliver Nzala, ZRA Corporate Communications Manager, aims to streamline customs processes, enhance efficiency, and reduce turnaround times for the clearance and movement of goods at all borders.
Mr. Nzala emphasized that communication has been disseminated to clearing agents, transporters, importers, exporters, and the public regarding the new requirement. Under the directive, no truck will be permitted into the customs area without documentary evidence demonstrating pre-clearance of the goods.
The pre-clearance system requires clearing agents or importers to submit the necessary importation documents to ZRA prior to the arrival of goods into the country. This process aims to expedite clearance procedures by reducing processing time at the border.
Mr. Nzala explained that upon arrival, the verification of goods would be streamlined, resulting in shorter wait times and smoother transit to the final destination.
To comply with the pre-clearance requirement, Bills of Entry for all imports and exports must be registered and processed on the ASYCUDA World system at least five days before the goods arrive at the intended port of entry or exit.
Failure to adhere to these regulations will result in penalties, with any consignment arriving at the border without a Customs declaration facing a fine of 1667 fee units (equivalent to K500.10).
Furthermore, any false declarations or provision of false information related to importations and exportations will lead to punitive measures, including possible seizure of the goods.
