Zambia Strengthens Multi-Agency Collaboration to Enhance Drone Regulation
The Civil Aviation Authority (CAA) has announced plans to intensify engagements with Zambia Airports Corporation, the Zambia Revenue Authority (ZRA) and the Zambia Air Force (ZAF) to strengthen public awareness of national drone regulations.
Speaking during the handover of drone sensitisation signage to Zambia Airports Corporation today, CAA Director of Aerodrome Safety and Security, Eng. Nathan Kaluba, said the initiative aims to ensure that travellers are well informed about proper drone usage as they pass through airports and other points of entry.
Eng. Kaluba explained that the CAA’s regulatory framework is anchored on the International Civil Aviation Organisation (ICAO) Standards and Recommended Practices (SARPs), which guide international operations of Remotely Piloted Aircraft Systems (RPAS). In line with these standards, Zambia operates under the Zambia Civil Aviation Requirements (ZCARs) Part 18, which outline the national rules governing drone operations.
He noted that drone technology has rapidly evolved into one of the most influential innovations of the 21st century, impacting various sectors globally. However, he cautioned that without proper regulation, drones pose significant risks to aviation safety, particularly during aircraft take-off, landing and operations near airports.
Eng. Kaluba emphasised the importance of enhanced collaboration with Zambia Airports Corporation, ZRA, ZAF and other stakeholders to ensure that the travelling public clearly understands drone regulations.
He added that educating travellers on early declaration of drones at airports and other points of entry is essential, as it enables authorities to properly assess risks and ensure that no concealed or restricted items are carried.
“As we hand over this signage, I want to highlight the importance of the collaboration being demonstrated today. This collective effort reflects our shared responsibility to better serve our customers, and information sharing remains a critical part of this drive,” he said.
Zambia Airports Corporation Director of Airport Services, Ms Harriet Angetile, thanked the CAA for the signage, stating that it would be distributed to all airports in the country. She noted that the materials would support public sensitisation on proper procedures for importing and clearing drones.
Ms Angetile also commended the partnership between the CAA, ZRA and ZAF, acknowledging their joint efforts in promoting safe and compliant drone use.
