Caritas Zambia Backs Constitution Bill Withdrawal, Urges National Dialogue

Caritas Zambia has welcomed President Hakainde Hichilema’s directive to withdraw the Constitution Amendment Bill from Parliament, describing the move as “commendable and statesmanlike.” The organization praised the decision as a reflection of responsive leadership and a commitment to democratic governance.

In a statement issued by Executive Director Fr. Dr. Gabriel Mapulanga, Caritas Zambia said the President’s action demonstrates a willingness to heed public concerns, particularly those raised by the Church and civil society organizations (CSOs) regarding inadequate consultation and lack of national consensus on the proposed constitutional changes.

“This is a commendable and statesmanlike decision that reflects a commitment to democratic principles and inclusive governance,” Fr. Mapulanga said. “The constitution, as the supreme law of the land, must reflect the aspirations of all Zambians.”

Caritas Zambia emphasized that the withdrawal of the bill presents an opportunity to reframe the constitution-making process in a truly participatory and inclusive manner. The organization stressed the need for genuine consultations with a broad spectrum of stakeholders, including traditional leaders, youth, women’s groups, professional bodies, academia, and ordinary citizens.

The statement also lauded the role played by the Church and civil society in advocating for transparency and good governance, noting their collective efforts helped prompt the President’s decision.

Looking ahead, Caritas Zambia called on the government to initiate a national dialogue process that would foster widespread consensus on constitutional reforms. The organization reaffirmed its commitment to working with the government, religious institutions, and civil society to ensure Zambia’s constitutional framework remains people-driven and reflective of democratic ideals.

“We stand ready to contribute to any future processes aimed at strengthening our democracy and safeguarding the rights and freedoms of all Zambians,” Fr. Mapulanga added.
