Mining Firms Ordered to Submit Local Content Reports by 15 April
The Ministry of Mines and Minerals Development has directed all mining and mining-related companies in Zambia to submit their Annual Procurement Plans and Quarterly Reports in line with the Local Content Statutory Instrument No. 68 of 2025.
The directive follows the coming into effect of the statutory instrument on 1 January 2026, aimed at strengthening compliance and promoting local participation in the mining sector.
Ministry Director for Large-Scale Mining and Mineral Investment Promotion, Fred Banda, said the regulation requires all stakeholders to submit prescribed compliance documentation to the Ministry.
Mr Banda stated that submissions for the first quarter must be filed by 15 April 2026 through the Local Content Access System (LOCAS), which is set to become operational on 20 March 2026.
He explained that the required documentation includes Annual Procurement Plans and Quarterly Reports, covering tender declarations, tender disclosures, and any applicable exceptions.
Mr Banda warned that failure to meet the submission deadlines would attract penalties as outlined in the statutory instrument.
He emphasised that compliance is critical in enhancing transparency, accountability, and the promotion of local content development within Zambia’s mining industry.
The Ministry reiterated its commitment to ensuring that the mining sector contributes meaningfully to national development through increased local participation and responsible business practices.
