Zambia and Finland to Lead Global Water Dialogue at UN Conference

The Government of the Republic of Zambia has announced that it will co-chair, alongside the Republic of Finland, the Interactive Dialogue on Water for Cooperation at the 2026 United Nations Water Conference. The Conference is scheduled to take place from 2 to 4 December 2026 in Abu Dhabi, United Arab Emirates.

Speaking at a joint press briefing with the Finnish Ambassador to Zambia, H.E. Ms Saana Halinen, Minister of Water Development and Sanitation, Hon. Eng. Collins Nzovu, MP, said Zambia’s selection as co-chair reflects growing international confidence in the country’s leadership and commitment to promoting global water cooperation.

Hon. Nzovu expressed Zambia’s gratitude to the co-hosts of the Conference, the United Arab Emirates and the Republic of Senegal, for entrusting Zambia and Finland with the responsibility of steering this critical global dialogue.

“The theme ‘Water for Cooperation’ is both timely and critical. Water transcends national borders, linking communities, ecosystems, and economies. In the face of climate change, population growth, and increasing pressure on water resources, cooperation in water management is essential for peace, stability, and sustainable development,” the Minister stated.

He added that Zambia’s co-chairing role underscores the country’s growing engagement in water diplomacy and reinforces its belief that water should serve as a catalyst for cooperation rather than a source of conflict. The role aligns with Zambia’s Eighth National Development Plan, which recognises water as a key enabler of economic growth, social development, and environmental sustainability.

As co-chair, Zambia will advocate for practical, inclusive, and action-oriented approaches to accelerate progress towards Sustainable Development Goal 6. Priority areas will include strengthening regional institutions, fostering partnerships among countries sharing water resources, and advancing integrated approaches such as the Water–Energy–Food Nexus.

Hon. Nzovu highlighted Zambia’s strong partnership with Finland, citing the country’s global reputation in water governance, innovation, and sustainable resource management. He expressed confidence in a productive collaboration as preparations for the Conference continue.

Zambia has already actively engaged in the preparatory process, including participation in the recent Preparatory Meeting in Dakar, Senegal, and will continue to work closely with Finland, UN Member States, regional bodies, and international partners to ensure an inclusive and impactful dialogue.

In conclusion, Hon. Nzovu reaffirmed Zambia’s commitment to the co-chairing role and expressed optimism that the Interactive Dialogue on Water for Cooperation would make a meaningful contribution towards a water-secure, peaceful, and resilient future for all by 2030.

Finnish Ambassador to Zambia, H.E. Ms Saana Halinen, welcomed the announcement, noting the two countries’ decades-long strong bilateral relations. She emphasised that collaboration in the water sector remains a cornerstone of this enduring partnership.
