HELSB and CAMFED Sign MOU to Boost Higher Education Access in Zambia

The Higher Education Loans and Scholarships Board (HELSB) and the Campaign for Female Education (CAMFED) have signed a transformative Memorandum of Understanding aimed at expanding higher education opportunities for learners across Zambia. 

The agreement was formalised on 20 November 2025 during a ceremony held at Protea Towers in Lusaka, attended by education stakeholders, board members, and partner organisations.

HELSB Chief Executive Officer Dr John Machayi reaffirmed the Board’s commitment to ensuring that deserving students are not hindered by financial constraints. 

He emphasised ongoing reforms intended to make loans and scholarships more accessible and sustainable, noting that HELSB remains focused on eliminating financial barriers to higher education.

Speaking on behalf of CAMFED, Vice Board Chairperson Ms Doreen Mkanzo highlighted the importance of collaborative partnerships in supporting student success. 

She stressed that the MOU goes beyond financial assistance, extending to mentorship, leadership development, and empowerment initiatives—particularly crucial for learners in rural communities where access to information remains limited.

Ms Mkanzo also underscored CAMFED’s commitment to working closely with HELSB to strengthen coordination, improve outreach, and ensure that accurate, timely guidance reaches students nationwide. 

Both institutions pledged to prioritise transparency, equitable resource distribution, and shared action toward a more inclusive higher education system.
