Zambia Hosts ICAO Workshop on New Aviation Safety Standards

Zambia has commenced the ICAO Regional Workshop on the revised Annex 14 Obstacle Limitation Surfaces (OLS) Standards, attracting aviation regulators, operators, and technical experts from across the African continent.

Speaking on behalf of the Permanent Secretary in the Ministry of Transport and Logistics, Assistant Director – Aviation, Mr Paul Mulola, reaffirmed the Government’s commitment to strengthening aviation safety and ensuring national compliance with global ICAO regulations. 

He noted that the workshop comes at a critical time as African States transition to updated OLS specifications designed to enhance operational safety and safeguard aerodrome airspace.

Representing the Southern African Development Community Aviation Safety Organisation (SASO), Mr Edgar Dupont urged Member States to adopt collaborative approaches in implementing the new standards. 

He stressed that harmonised obstacle management across the region will reduce safety risks and ensure uniform application of ICAO requirements.

Delivering remarks on behalf of the ICAO Eastern and Southern Africa (ESAF) Regional Director, ICAO ESAF Region Officer for Aerodrome and Ground Aids, Mr Elisha Omuya, praised Zambia for demonstrating leadership in advancing regional aviation safety. 

He emphasised that the revised OLS framework will significantly influence airport planning, land-use management, and regulatory oversight for years to come.

Speaking for the Civil Aviation Authority Director General, Director of Aerodrome Safety and Security Eng. Nathan Kaluba said ZCAA is intensifying efforts to implement the updated provisions and provide necessary support to aerodrome operators. 

He added that the workshop offers an essential platform for Member States to exchange best practices, align oversight mechanisms, and reinforce technical expertise.

Zambia Airports Corporation Limited Managing Director, Mr Urvesh J. Desai, reaffirmed ZACL’s dedication to modernising airport infrastructure and upholding stringent safety standards. 

He revealed that ZACL is already working with ICAO experts to assess existing obstacles and redesign the national OLS framework in accordance with the revised Annex 14 requirements.
