Lusaka Telecom Solutions Fined K80,000 for Wage and Labour Law Violations

The Ministry of Labour and Social Security has imposed an administrative penalty of K80,000 on Lusaka Telecom Solutions Company for underpayment of wages, lack of employment policies, and failure to attest employee contracts.

The decision follows an integrated inspection led by Assistant Labour Commissioner for Lusaka Province, Ellen Moyo, which was initiated in response to reports of poor working conditions at the company.

The inspection revealed multiple violations, including the failure to issue payslips in contravention of Section 105 of the Employment Code Act (ECA) No. 3 of 2019, non-attested employment contracts (Section 25, ECA), and failure to register as an employer with the Office of the Labour Commissioner despite employing over 400 staff. 

Other breaches included underpayment of wages, contrary to Statutory Instruments No. 49 and 50 of 2023, and the absence of employment policies (Section 95, ECA).

As a corrective measure, the company has been instructed to issue payslips from November 2025, submit all employment contracts for attestation, register as an employer, ensure employment policies are accessible to staff, and regularise remuneration for workers earning below the statutory minimum wage through contract addendums.

The Ministry urged all employers to comply with the Employment Code Act, warning that non-compliance may result in penalties, prosecution, or further enforcement measures. 

The Ministry says it will continue to strengthen inspections, both scheduled and unannounced, to protect workers’ rights and uphold labour standards.
