Zambia Backs Global Unity Ahead of Seville Development Finance Summit

Zambia’s Permanent Representative to the United Nations, H.E. Dr. Chola Milambo, has emphasized the critical importance of multilateral cooperation in the successful implementation of the Compromiso de Sevilla, the outcome document of the upcoming Fourth International Conference on Financing for Development (FFD4).

Speaking at a press briefing at the UN Headquarters in New York, Dr. Milambo—joined by co-facilitators from Mexico, Nepal, and Norway, as well as UN Deputy Secretary-General H.E. Amina Mohammed and Spain’s UN Permanent Representative H.E. Héctor Gómez Hernández—emphasized the role of consensus in global development efforts.

The FFD4, scheduled to take place in Seville, Spain, from 30 June to 3 July 2025, will bring together world leaders, international institutions, and civil society to reshape the global financing architecture amid mounting economic pressures, rising debt burdens, dwindling aid flows, and declining foreign direct investment.

Dr. Milambo praised the consensus approval of the Compromiso de Sevilla at the Fourth Preparatory Committee Meeting on 17 June, calling it a “message of hope” and a reaffirmation that multilateralism can overcome financing barriers to the Sustainable Development Goals (SDGs).

“The Compromiso de Sevilla will provide a real boost to both the SDGs and multilateralism. It directly addresses the estimated $4 trillion global financing gap,” said Dr. Milambo.

UN Deputy Secretary-General Amina Mohammed described the document as “an opportunity to change course,” urging global actors to commit to investment strategies that tackle debt and drive sustainable development.

Ambassador Hernández echoed the sentiments, calling the conference “an extraordinary opportunity to send a strong message reaffirming the international community’s support for global solidarity and multilateralism.”
