Zambia Tables K33.6B Supplementary Budget for 2025

The Government of Zambia has presented Supplementary Estimates of Expenditure No. 1 of 2025 amounting to K33.6 billion, aimed at addressing critical national priorities including fuel arrears, debt servicing, agriculture, education, and social protection.

Presenting the estimates to Parliament, Minister of Finance and National Planning, Dr. Situmbeko Musokotwane, MP, said the move is in line with Article 203 of the Constitution, which mandates the Minister to seek legislative approval when approved budget allocations are insufficient.

The largest allocation—K11.0 billion (32.9%)—is earmarked for dismantling outstanding fuel arrears, with an additional K105 million for disaster mitigation under the Africa Risk Capacity insurance programme.

Debt obligations are a major focus, with K8.5 billion (23.5%) allocated for both external and domestic debt servicing, following the finalization of restructuring agreements in Q4 of 2024.

In the agriculture sector, K6.0 billion (17.7%) is proposed, including K5.8 billion for the 2025/2026 Farmer Input Support Programme (FISP) and counterpart funding for the Zamgrow project.

The Ministry of Community Development and Social Services is set to receive K1.9 billion, including K1.6 billion for sustaining Social Cash Transfer payments at K400 per beneficiary, and K318 million in additional donor funds for girls’ education and women’s empowerment initiatives.

For education infrastructure, K1.8 billion is proposed—K1.3 billion for the continued construction and rehabilitation of schools and universities, and K285 million from the European Union.

To finance the supplementary budget, Dr. Musokotwane outlined several sources:

  • K11.0 billion in declared savings within the existing 2025 budget
  • K14.8 billion from domestic borrowing
  • K4.9 billion from additional revenue collections
  • K2.7 billion in new donor funding
  • K144.3 million from unspent 2024 balances

The supplementary estimates have been referred to the Expanded Planning and Budgeting Committee, which will submit its report by Tuesday, July 1, 2025.
