Ministry of Labour Unveils Digital Strategy, Onboards 29 Services to Zamportal
The Ministry of Labour and Social Security has officially launched its Digital Strategy 2024–2026, marking a major leap in public service delivery by integrating 29 key services onto the Government Service Bus (GSB) through the Zamportal platform.
The announcement, made yesterday by Labour Minister Brenda Tambatamba, aims to streamline access to labour-related services via the Zambia Employment and Labour Management Information System (ZELMIS), accessible on mobile phones and computers in real time.
“This strategy sets out our vision to drive innovation and efficiency across the labour market through timely, technology-driven service delivery,” said Ms. Tambatamba. “It transforms revenue collection, makes systems more transparent, and lowers operational costs, all while increasing accessibility.”
The Minister emphasized that digitization aligns with the government’s broader Digital Transformation Agenda outlined in the Eighth National Development Plan (8thNDP). The onboarding of services is expected to combat corruption, improve revenue collection, and expand the Ministry’s reach to all 116 districts, up from the current 54.
“Automation reduces citizen-official interaction, helping to curb corruption and ensure proper documentation of payments,” she added.
Permanent Secretary Zechariah Luhanga noted that digital supervision will cut down on audit queries involving financial records, while Smart Zambia Institute National Coordinator Percy Chinyama stressed that the move could help improve Zambia’s Corruption Perception Index.
Ministry of Finance Director of Revenue Hector Sampa, speaking on behalf of the Accountant General, highlighted the benefits of Zampay, the digital payment platform that allows for secure transaction monitoring and reduces the need for paper receipts.
Grace Mauka, Acting Director of ICT at the Ministry, said citizens can now expect faster, more efficient service delivery thanks to the digitization of processes.
