Minister Haimbe Leads Zambian Delegation to SADC Organ Troika Ministerial Committee Meeting

Hon. Mulambo Haimbe, SC, M.P, Minister of Foreign Affairs and International Cooperation, is leading the Zambian delegation to the Southern African Development Community (SADC) Organ Troika Ministerial Committee meeting in Harare, Zimbabwe. 

Accompanied by Hon. Ambrose Lufuma, M.P, Minister of Defence, and other government officials, the meeting marks the final session under Minister Haimbe’s chairmanship before transitioning leadership to Amb. Mahmoud Thabit Kombo, M.P, Minister of Foreign Affairs and East African Cooperation of Tanzania.

The committee will address key issues including the security situations in the Democratic Republic of Congo (DRC) and Mozambique, as well as the consolidation of democracy in the region. The discussions are part of preparations for the SADC Organ Troika Summit of Heads of State and Government, scheduled later today, August 16, 2024.

During the opening session, Minister Haimbe emphasized the crucial role of the Organ on Politics, Defence, and Security Cooperation in fostering regional peace and stability, which he described as essential for sustainable economic development. 

He called for renewed collective efforts among Member States to tackle challenges such as terrorism and violent extremism.

Minister Haimbe praised the progress made in Lesotho regarding constitutional reforms and highlighted the importance of vigilance in Mozambique following the end of the SADC Mission (SAMIM). 

He stressed the need for continued support for Mozambique’s efforts to ensure peace and stability, particularly in Cabo Delgado Province.

Regarding the DRC, Minister Haimbe expressed concern over the deteriorating security situation in the eastern region, citing recent attacks on Internally Displaced Persons camps by the M23 Movement and other armed groups. 

He acknowledged the diplomatic efforts under the Luanda process aimed at easing tensions between the DRC and Rwanda.

The Minister also noted significant strides in consolidating democracy through SADC Electoral Observation Missions and upcoming national elections in Botswana, Mozambique, Namibia, and Mauritius. He commended the progress as a testament to the region’s commitment to democratic values.

Minister Haimbe concluded by expressing gratitude to Member States for their support during Zambia’s tenure as Chair of the Organ on Politics, Defence, and Security Cooperation since August 2023. 

He also acknowledged their participation in previous meetings and their ongoing collaboration in enhancing regional security and democratic processes.
