Zambia Bids Farewell to Legal Luminary Hon. Mr. Justice Annel M. Silungwe

Zambians gathered at the Anglican Cathedral of the Holy Cross to pay their last respects to Hon. Mr. Justice Annel M. Silungwe, who passed away on June 30, 2024. 

Justice Silungwe, a prominent legal figure, had an illustrious career in Zambia, Seychelles, and Namibia.

During the memorial service, President Hakainde Hichilema urged Zambians to emulate Justice Silungwe’s selfless dedication to justice. 

“He was the first indigenous Zambian Chief Justice of the Republic, leaving behind a legacy defined by unwavering dedication to justice,” President Hichilema said.

Justice Silungwe’s career was marked by his commitment to upholding the rule of law, advancing democracy, and advocating for human rights. 

He chaired the technical working group that drafted Zambia’s current constitution and promoted access to justice for all without discrimination.

President Hichilema extolled Justice Silungwe’s contributions to the country’s legal system, emphasizing his role as a champion of the rule of law. 

“His contributions to our jurisprudence and legal profession will remain indelible in the annals of history,” he noted.

The President called on the judiciary to emulate Justice Silungwe’s efficiency by delivering timely judgments, stressing that “justice delayed is justice denied.” 

He also urged citizens to honor Justice Silungwe’s life by emulating his selflessness, professionalism, and dedication to justice and humanity.

Justice Silungwe’s legacy transcends national boundaries, with his contributions recognized internationally. The Chief Justice of Namibia, Hon. Justice Peter S. Shivute, represented the people and Government of Namibia at the service, mourning the loss of this legal luminary.

“Justice Silungwe will definitely be missed,” President Hichilema concluded. “May his soul rest in eternal peace.”
