Govt Launches a National Refugee Policy
The Zambian government has launched a National Refugee Policy and Implementation Plan which is a significant step towards addressing the challenges faced by refugees in the country.
Minister of Home Affairs and Internal Security, Jack Mwiimbu, emphasized the historical context of hosting refugees since 1940, highlighting the absence of a comprehensive policy until now.
Hon. Mwiimbu explained that the growing number of refugees seeking asylum in the country necessitates the establishment of a legal framework to provide essential services and protection.
He underscored the government’s ongoing commitment to ensuring equitable access to quality services and protection for refugees and individuals of concern.
The development of the policy involved extensive stakeholder consultations across various levels of the private and public sectors. This inclusive approach aimed to create a policy that accurately addresses the complexities of managing refugee affairs, providing much-needed guidance and clarity.
United Nations High Commissioner for Refugees (UNHCR) country representative, Laura Lo Castro, commended the government’s dedication to improving refugee management.
She noted that the policy reflects the government’s concerted efforts to create a protective environment for refugees, enabling them to contribute positively to Zambian society.
Castro also emphasized that the policy acknowledges the limitations of humanitarian support as a long-term solution to refugee challenges.
Commissioner for Refugee, Prof. Prosper M. Ng’andu, expressed optimism that the newly launched refugee policy would help address some of the challenges faced by refugees.
He stressed the importance of aligning existing laws to ensure effective implementation of the policy, highlighting the need for a comprehensive legal framework.
In conclusion, the government’s initiative to launch the National Refugee Policy and Implementation Plan demonstrates a commitment to providing sustainable solutions for refugees, fostering their integration into the Zambian society.
The collaboration with various stakeholders and acknowledgment of legal adjustments underscores the comprehensive nature of this policy initiative.
