Milupi Commissions US$12 Million Concrete Plant to Boost Affordable Housing

The Government of Zambia has commissioned a US$12 million fabricated concrete plant at the Lusaka South Multi-Facility Economic Zone, in a move aimed at accelerating the delivery of affordable housing across the country.

Minister of Infrastructure, Housing and Urban Development, Charles Milupi, officially opened the Zambia National Shelter facility, describing it as a major milestone in addressing the country’s growing housing deficit.

Speaking during the ceremony, Mr Milupi said the plant represents a practical and forward-looking solution to the challenges posed by rapid urbanisation and population growth.

“This facility is a bold step towards providing efficient, affordable and quality housing solutions for our citizens,” he said.

The Minister emphasised that the project reflects government’s commitment to strengthening housing delivery systems while leveraging innovation and modern construction methods.

He further highlighted the plant as a product of strong strategic collaboration between the National Housing Authority and China Jiangsu International Economic Cooperation Zambia Limited.

Mr Milupi noted that the partnership goes beyond infrastructure development, contributing to knowledge transfer, skills development and long-term capacity building within the sector.

“This plant is a clear demonstration of what can be achieved through collaboration,” he added.

The investment is also expected to create over 200 direct jobs, particularly for young people, thereby contributing to improved household incomes and broader economic growth.

Chinese Ambassador to Zambia, Han Jing, was among senior officials who attended the commissioning, alongside representatives from government and the private sector.

Other dignitaries present included Acting Permanent Secretary Eng. Clive Khan, Kafue Town Council Chairperson Dr Buumba Malambo, Lusaka South Multi-Facility Economic Zone Managing Director Inonge Gondwe, and National Housing Authority Board Chairperson Dr Nalukai Milapo.

Officials said the facility is expected to enhance the production of prefabricated building materials, reduce construction costs, and improve efficiency in housing development.
