CSC Engages Ministry of Local Government on HRMC Performance
A delegation from the Civil Service Commission (CSC), led by Chairperson Dr Choolwe Beyani, met members of the Human Resource Management Committee (HRMC) of the Ministry of Local Government and Rural Development today to assess the performance of functions delegated by the Commission.
The HRMC, established under the Service Commissions Act No. 10 of 2016, is tasked with decentralising human resource functions within Zambia’s Public Service. Under the authority of the CSC, the Committees manage a range of HR matters, including confirmations, transfers within districts on an exchange basis, substantive promotions, retirement on medical grounds, normal retirement at age 60, posthumous retirement, and appointments on temporary agreement.
Addressing HRMC members, Dr Beyani reaffirmed the Commission’s commitment to providing technical support to strengthen the capacity of the Ministry’s HRMC. He emphasised that effective management of delegated HR functions is essential for enhancing efficiency at Ministry level.
“As a Commission, we have an obligation to monitor and evaluate the performance of these delegated functions to ensure alignment with government’s decentralisation agenda. Your success in executing these functions will enable the Commission to delegate more responsibilities to you,” Dr Beyani said.
He further highlighted that the Government’s decentralisation reforms aim to bring development closer to the people, and that HRMC members must uphold the highest standards of accountability, integrity, and professionalism in managing human resource matters.
Speaking at the same occasion, Ministry of Local Government and Rural Development Permanent Secretary (Administration), Dr Gabriel Pollen, commended the HRMC, which was established in 2023, for its performance.
He cited achievements including the delivery and staffing of the recommended HRMC operational structure.
