Zambia Targets Inclusive Digital Growth with Launch of ICTAZ 2025–2027 Strategic Plan

The ICT Association of Zambia (ICTAZ) officially launched its 2025–2027 Strategic Plan at the Mulungushi Conference Centre in Lusaka, with the Minister of Technology and Science, Hon. Felix Chipota Mutati, MP, officiating.

In his keynote address, Hon. Mutati emphasised the plan’s importance not only to the association but also to Zambia’s broader ambition of achieving digital transformation. He noted that ICT professionals play a central role in building systems that connect citizens and power economic activities.

“Last year alone, the mobile money sector recorded transactions worth K486 billion, underlining the sector’s importance to our economy,” he said. “We cannot accelerate digital transformation without the active participation and expertise of ICT professionals.”

The Minister commended ICTAZ for its achievements, particularly its recognition as one of Africa’s leading ICT associations and its role in positioning Zambia on the global digital map. He further highlighted Zambia’s successful hosting of the Africa ICT Conference, which showcased the country’s growing digital maturity.

Hon. Mutati also reaffirmed the government’s commitment to strengthening partnerships with ICTAZ. He cited progress in developing regulatory frameworks to promote professional conduct, while also noting efforts to expand digital infrastructure. With 92% of Zambians currently accessing digital services, he said the government remains determined to reach the remaining underserved population, especially in rural areas.

He added that Zambia is revising key legislation, including the Data Protection Act and the Innovation and Inventors Bill, and upgrading infrastructure to achieve at least 4G coverage nationwide, with Zamtel set to upgrade 1,500 towers to 5G. Cybersecurity and the fight against cybercrime, he said, will also remain top priorities.

Dr. Clement Sinyangwe, President of ICTAZ, highlighted the association’s growing international reputation, including winning eight prestigious awards at recent ICT exhibitions in Ghana. He highlighted the ICT sector’s significant contribution of 17.4% to Zambia’s GDP, stressing the importance of telecommunications infrastructure in realising Vision 2030.

Dr. Sinyangwe also called for greater financial sustainability and value for ICTAZ members, while pledging the association’s continued advocacy for innovation, industry protection, and youth engagement in technology.

Hon. Mutati closed by praising ICTAZ for its strides in membership growth, brand visibility, and international collaboration, reaffirming government’s commitment to work closely with the association in building a robust and inclusive digital economy for Zambia.
