AfDB Approves $5.3M Grant to Boost Public–Private Partnerships in Four African Countries
The African Development Bank Group (AfDB) has approved a grant of $5.3 million to strengthen the public–private partnership (PPP) environment in The Gambia, Guinea-Bissau, Madagascar and Togo.
The funding, approved by the Bank’s Board of Directors on 27 June 2025 in Abidjan, will be provided through the Bank’s Transition Support Facility under Pillar III, which focuses on critical capacity building and technical assistance for countries in fragile and conflict-affected situations.
The project aims to create a more attractive framework for private sector participation, operationalise institutional structures for PPPs, and build stakeholder capacity to negotiate balanced contracts. It will also promote local business involvement through practical case studies and provide stakeholders with tools for managing the full project cycle.
A dedicated project management unit will be established to oversee implementation, ensure strategic and operational coordination, and consolidate the project’s outcomes.
AfDB Vice President for the Private Sector, Infrastructure and Industrialisation, Solomon Quaynor, said the initiative builds on the Bank’s ongoing efforts to improve the business environment and promote private investment. He noted that it aligns with the Bank’s strategic PPP framework and supports its operationalisation in the four beneficiary countries.
