Zambia’s Energy Ministry Reviews TAZAMA Open Access Framework
The Ministry of Energy has officially initiated a review of the TAZAMA Pipeline Open Access Framework, a key policy measure aimed at modernizing Zambia’s petroleum transportation system.
The review seeks to refine the current guidelines to enhance operational efficiency, expand private sector participation, and align the framework with emerging industry realities.
Introduced on April 1, 2025, following guidelines issued in December 2024, the Open Access Framework has already demonstrated its potential. The successful offloading and market sale of the first diesel consignment under the new system has validated the viability of third-party access to the TAZAMA Pipeline—marking a major milestone in the government’s liberalization efforts.
The review comes as the government acknowledges the early gains of the framework, including improved utilization of the TAZAMA infrastructure and increased private sector involvement.
However, the Ministry says refinements are necessary to address key areas such as stakeholder feedback, transparent pre-qualification for Oil Marketing Companies (OMCs), capacity constraints, and cargo volume management—especially with the planned introduction of the Drag Resistant Agent (DRA) to boost pipeline throughput.
“The review will be conducted with full transparency and accountability. Revised guidelines will be publicly released once finalized,” said Peter Mumba, Permanent Secretary – Technical, at the Ministry of Energy.
Stakeholders across the energy sector, including OMCs, are invited to contribute to the consultative process. The Ministry reaffirmed its commitment to the core objectives of the Open Access Framework:

- Enhancing efficiency in petroleum transportation
- Ensuring transparent and equitable access to pipeline infrastructure
- Encouraging private investment and economic growth
- Strengthening national energy security
- Supporting affordable fuel prices for all Zambians
The petroleum sector plays a pivotal role in powering Zambia’s key industries, including mining, agriculture, and transportation. As such, the Ministry emphasized that the review is part of broader efforts to foster a resilient and inclusive energy sector.
