COMESA–EAC–SADC Tripartite Advances Simplified Trade Regime Pilot in Tanzania
The Common Market for Eastern and Southern Africa (COMESA), East African Community (EAC) and Southern African Development Community (SADC) Tripartite has convened a regional meeting in Dar es Salaam from 24 to 27 March 2026 to advance the pilot implementation of the Tripartite Simplified Trade Regime (TSTR).
The TSTR is aimed at making cross-border trade easier, faster and more affordable, particularly for small-scale and informal traders, including women and young people. The initiative seeks to address long-standing barriers such as complex customs procedures, excessive paperwork and inconsistent regulations across borders.
The programme is supported by the Alliance for a Green Revolution in Africa, which focuses on strengthening agricultural markets, supporting smallholder farmers and promoting policies that facilitate regional trade.
The meeting has drawn participation from trade and customs officials, Trade Information Desk Officers, Cross Border Traders Associations, Joint Border Committees, as well as representatives of women and youth trader groups. Government delegations from Zambia, Malawi, Mozambique and Tanzania are also in attendance.
Discussions are centred on strengthening the implementation of the TSTR by building on existing Simplified Trade Regimes. Delegates are examining practical solutions to challenges faced by traders, including lengthy border clearance times, duplication of procedures and lack of harmonised systems.
As part of the pilot phase, specific border posts have been identified for testing the framework. These include Mwami-Mchinji Border, Mandimba-Chiponde Border and Kasumulu-Songwe Border. These sites will provide practical insights into how the TSTR operates on the ground.
SADC is expected to coordinate closely with Member States in piloting and refining the system at these locations. Participating countries have already demonstrated progress under existing trade arrangements, providing a foundation for the harmonised approach.
Key outcomes of the meeting include efforts to establish common product lists, standardise documentation requirements and align operational procedures across borders. This is expected to reduce inconsistencies and improve predictability for traders operating within the region.
The Tripartite initiative reflects a broader commitment to regional integration by COMESA, EAC and SADC. By consolidating and simplifying trade frameworks, the bloc aims to create a single, coherent system that is accessible and user-friendly, particularly for informal traders.
Once fully implemented, the TSTR is anticipated to significantly reduce the cost and time associated with cross-border trade, expand business opportunities and enhance economic cooperation among Member States.
Crucially, it is expected to ensure that the benefits of regional trade are more inclusive, reaching small-scale traders who form the backbone of cross-border commerce in the region.
