Zambian Gov’t Hails 24-Hour Business Operations as Game Changer for MSMEs

The Ministry of Small and Medium Enterprise Development has welcomed Cabinet’s approval of a 24-hour economy, describing the move as a transformative step set to unlock growth, jobs and expanded opportunities for micro, small and medium enterprises (MSMEs).

In a statement issued on 24 March, Permanent Secretary Subeta K. Mutelo said the shift to round-the-clock business operations goes beyond an administrative adjustment, positioning it as a catalyst for economic expansion and improved service delivery.

“The establishment of a 24-hour economy is not merely an administrative change; it is a catalyst for unlocking new avenues of economic growth, employment, and service delivery,” she said, noting that the move presents an opportunity for MSMEs to maximise productivity and extend their market reach beyond traditional working hours.

The Ministry outlined several expected benefits, including increased revenue streams as businesses serve a wider customer base, particularly night-shift workers and travellers. The initiative is also projected to drive job creation through the introduction of multiple work shifts, while enhancing competitiveness by aligning Zambia’s business environment with global trends.

Additionally, the policy is expected to optimise the use of infrastructure such as markets, bus stations and industrial facilities, ensuring higher returns on both public and private investments.

Ms Mutelo emphasised that the Ministry is working with key stakeholders, including local authorities, market associations and security agencies, to ensure smooth implementation. Measures under consideration include improved safety, lighting, sanitation and access to affordable financing for small businesses operating extended hours.

She further called on entrepreneurs to embrace the opportunity and prepare to scale up their operations, reaffirming Government’s commitment to ensuring MSMEs remain at the centre of Zambia’s economic transformation.

The Ministry stated that the 24-hour economy will play a critical role in building a more inclusive, resilient and prosperous economic future for the country.
