Learning to Read Early Builds Zambia’s Future,” Says PS Mambwe

The Ministry of Education has reaffirmed its commitment to improving literacy across Zambia, emphasising that learning to read early is fundamental to a child’s success and the nation’s development.

At an advocacy meeting for Jolly Phonics, a child-centred literacy programme championed by Beyond Ourselves Zambia, Permanent Secretary for Education Services, Dr Kelvin Mambwe, highlighted the importance of foundational reading skills. 

His remarks were delivered by Dr Anthony Tembabatemba, Assistant Director of Teacher Education and Specialised Services (TESS).

Dr Mambwe said, “For education to achieve its true purpose as the cornerstone of development, it must begin with the most fundamental skill—the ability to read. Through the partnership with Beyond Ourselves, the Ministry is proud to support the rollout of Jolly Phonics, a proven, child-centred approach to teaching reading and writing.”

He added that the programme equips Zambia’s youngest learners with the tools to decode language, understand meaning, and express themselves with clarity and creativity, describing it as an investment in the future of every child and, by extension, the nation.

Since its national rollout in 2025, Jolly Phonics has reached three provinces—Central, Luapula, and Northern. According to Dan Whitcombe, International Education Resource Coordinator for Beyond Ourselves Zambia, more than 16,245 teachers have been trained, benefiting over 2 million learners. Expansion to additional provinces is planned.
