Tourism Minister Praises PGOAZ for Strengthening Unified Industry Voice

The Ministry of Tourism has praised the Professional Guides and Outfitters Association of Zambia (PGOAZ) for establishing a unified and credible platform that enhances communication and coordination within the sector.

Tourism Minister Hon. Rodney Sikumba commended the Association during its 2nd Annual General Meeting (AGM) held at Ciela, where he was accompanied by Permanent Secretary Mr Evans Muhanga and other senior government officials. 

He said the formalised structure of PGOAZ makes it easier for government to engage stakeholders, gather feedback, and resolve concerns collaboratively.

Hon. Sikumba emphasised that effective communication is essential for addressing legal and operational issues in the tourism sector, adding that frequent engagement between government and industry players promotes transparency and good business practice.

He noted that wildlife conservation extends far beyond hunting and requires informed, responsible stewardship. He applauded PGOAZ for its notable contributions to socio-economic development through corporate social responsibility initiatives but stressed that much of this work remains undocumented.

“The Association must document and communicate its community work and conservation efforts so that its value is fully recognised beyond revenue generation,” he said, encouraging PGOAZ to improve sensitisation and share progress with the Ministry.

The Minister also confirmed that new legislation is being developed to enhance the business environment, thanking PGOAZ for participating in shaping the legal reforms. He reaffirmed government’s commitment to ensuring laws are fair, inclusive, and beneficial to all players.

Among the legal instruments under review are the Zambia Wildlife Act No. 14 of 2015, the Lions and Leopard Statutory Instrument, and amendments to the CITES Statutory Instrument No. 79 of 2025.

Responding to concerns raised by members including illegal mining around Game Management Areas, multi-licensing burdens, illegal settlements, and unclear hunting block boundaries, Hon. Sikumba assured stakeholders that government is addressing the issues.

He urged PGOAZ to submit formal, evidence-based proposals informed by best international practices to support ongoing reforms.

The AGM concluded with a prize-giving gala dinner recognising outstanding achievements from the 2024 hunting season.
