Gov’t Unveils New Leadership at Radiation Protection Authority

The Minister of Technology and Science, Hon. Felix C. Mutati, MP, has officiated at the unveiling of the new Board Chairperson and Vice Board Chairperson of the Radiation Protection Authority (RPA), marking a significant step in advancing the Government’s agenda for stronger governance, improved safety standards, and enhanced technological oversight.

The ceremony, held at Urban Hotel in Lusaka, aligns with President Hakainde Hichilema’s vision of building accountable, transparent, and professionally managed public institutions under a modern, technology-driven governance ecosystem.

In his address, Minister Mutati announced the appointment of Mr Msafiri Sinkala as Board Chairperson and Dr Martha Chakulimba as Vice Board Chairperson. He highlighted the pivotal role of the Board in providing regulatory oversight, setting policy direction, and ensuring performance accountability within the Authority. The Permanent Secretary at the Ministry of Technology and Science, Eng. Dr Brilliant Habeenzu, also attended the event.

The Minister emphasised that the strengthened RPA leadership supports several key national priorities, including improved institutional governance, safeguarding public health, and fostering scientific innovation. The appointments reflect the aspirations of the Eighth National Development Plan (8NDP), which places human development, environmental sustainability, and efficient institutional systems at the centre of Zambia’s socio-economic advancement.

Minister Mutati praised the outgoing Board and RPA management for stabilising the institution’s financial position and increasing operational efficiency, particularly after the introduction of a new Statutory Instrument that broadened the Authority’s revenue base.

He revealed that the RPA has identified 19 critical milestones requiring urgent action, stating that the reforms are “tough but necessary” for strengthening national safety and regulatory systems.

The Minister outlined five core principles that the new Board must uphold:

  • Accountability: Ensuring prudent use of public resources and alignment with national priorities.
  • Responsibility: Safeguarding citizens by ensuring responsible management of radiation sources.
  • Transparency: Making collective and consistent decisions without personal agendas or private engagements.
  • Fairness and Respect: Promoting teamwork, respecting diverse expertise, and maintaining unity.
  • Risk Management: Ensuring all decisions uphold the highest safety standards in nuclear and radiation-related activities.

He further cautioned the Board against interfering in operational matters, such as procurement and staffing, urging them instead to focus on governance, professionalism, performance contracts, and strategic oversight.

In his remarks, newly appointed Board Chairperson Mr Msafiri Sinkala expressed gratitude to the Government for the confidence entrusted in him and Dr Chakulimba. He reaffirmed the Board’s full commitment to upholding the five principles and delivering on the 19 milestones.

Mr Sinkala commended the Permanent Secretary, Government officials, RPA management, and fellow Board members for their dedication and collaboration. He pledged to foster integrity, professionalism, and unity as the Authority advances its mandate to protect the nation from the harmful effects of ionising radiation.
