ADF-16 Report Showcases Transformative Impact on Inclusive Growth and Climate Resilience Across Africa

The African Development Bank Group has released the African Development Fund (ADF-16) Delivery and Results Report 2025, highlighting the Fund’s significant progress in promoting inclusive growth and sustainable development across Africa’s low-income countries.

Unveiled during the third meeting on the ADF-17 Replenishment in Lusaka, the report demonstrates how the Fund has navigated global economic turbulence, rising debt, and security challenges while accelerating structural transformation and strengthening climate resilience.

In 2024 alone, ADF interventions enabled 2.9 million people to access clean water, connected over half a million people to electricity, improved healthcare for 1.2 million people, and created more than 564,000 jobs. The Fund also supported 520,000 farmers with climate-resilient technologies and upgraded 614 kilometres of roads, improving transport for 3.5 million people.

Among its strategic initiatives, the Mission 300 partnership with the World Bank stands out, targeting electricity access for 300 million Africans by 2030, with over $55 billion in commitments. The Fund’s Climate Action Window mobilised $442 million, integrating climate resilience into 99% of new projects.

Gender and youth empowerment remain at the core of the Fund’s mission, with 96% of new projects incorporating gender equality components and nearly 300,000 jobs created for young people in 2024.

“This is a defining moment,” said Dr. Sidi Ould Tah, President of the African Development Bank Group. “Together, with ambition and solidarity, we must engage Africa’s youth to forge a new chapter of growth, resilience, and shared prosperity.”

The ADF-16 report serves as the Fund’s flagship accountability tool, assessing performance across its 37 beneficiary countries and reaffirming its commitment to building a resilient, inclusive, and digitally empowered Africa.
