Gov’t Applauds Home-Grown Innovation in Construction Technology
The Government has praised TL Construction and its founder, Mr Liver Tembo, for developing the Construction Estimator Express App, now available on the Google Play Store. The app is being hailed as a transformative tool in Zambia’s infrastructure development drive.
In a speech delivered by the Director of Public Infrastructure, Eng Clive Khani, on behalf of the Permanent Secretary of the Ministry of Infrastructure, Housing and Urban Development, Prof Albert Malama, the innovation was described as “a milestone in Zambia’s pursuit of efficiency, transparency, and accountability.”
“This innovation is not just a digital tool—it is a symbol of what Zambian ingenuity can achieve,” said Prof Malama. “It empowers professionals to manage costs with precision, replacing guesswork with data-driven decision-making.”
The Construction Estimator Express App enables contractors, engineers, and quantity surveyors to generate accurate pricing and resource build-ups for construction projects, ensuring value for money and improving the quality of project delivery.
The Permanent Secretary reaffirmed government’s commitment to ensuring that all infrastructure projects are executed at the right price, with the right quality, and delivered on time. He also commended the Zambia Institute of Quantity Surveyors (ZIQS) for supporting the initiative, stressing that such collaborations are vital to transforming the nation’s infrastructure landscape.
ZIQS President, Mr Timothy Musole, noted that the app aligns with the institute’s statutory mandate under the Zambia Institute of Quantity Surveyors Act No. 19 of 2024. He said the tool provides a reliable platform for costing, budgeting, and resource planning, adding: “This is a powerful example of what happens when knowledge, policy, and technology come together.”
Developer Mr Liver Tembo expressed gratitude to the New Dawn Administration for embracing his innovation, which has already been adopted by local authorities across the country. “I am honoured to see the Construction Estimator Express App being used nationwide. It is a testament to what Zambian professionals can achieve when given the opportunity,” he said.
The Ministry of Infrastructure, Housing and Urban Development reaffirmed its support for home-grown solutions that harness technology to enhance project delivery and professional practice.
