Uganda Launches NDC 3.0 Process, Reaffirming Climate Action Commitment

Uganda has officially launched the process to develop its third Nationally Determined Contribution (NDC 3.0), marking a major milestone in its climate action agenda and reaffirming its commitment to the Paris Agreement. The launch took place at an inception workshop hosted at the Sheraton Hotel in Kampala on July 15, 2025.

Supported by the African Development Bank (AfDB) and other partners, the NDC 3.0 process aligns Uganda’s national climate efforts with the outcomes of the first Global Stocktake. It aims to refine targets, assess progress from the 2021 updated NDC, and create actionable, bankable investment plans to guide future climate implementation.

The event brought together senior government officials, development partners, civil society, academia, and the private sector in a show of inclusive and cross-sectoral engagement. Participants reviewed a draft inception report prepared by the independent consulting firm HEAT GmbH, laying the foundation for the NDC 3.0 roadmap.

In her opening address, Dr. Josephine Ngure, Acting Country Manager for AfDB in Uganda, emphasized the importance of broad stakeholder participation: “This inclusive approach is critical to ensuring that NDC 3.0 is ambitious, achievable, and finance-ready.”

Dr. Anthony Nyong, Director of Climate Change and Green Growth at the AfDB, highlighted the importance of credible and transparent NDCs in unlocking climate finance. “Quality NDCs will foster credibility and transparency in raising ambition on climate finance and other means of implementation,” he said.

The stocktake exercise is funded through the Africa Climate Change Fund Multi-donor Trust Fund, reinforcing AfDB’s commitment to strengthening the technical capacity of its regional member countries under its 2010–2030 Climate Change and Green Growth Strategy.

Speaking on behalf of the Government of Uganda, Dr. Alfred Okot Okidi, Permanent Secretary in the Ministry of Water and Environment, reaffirmed Uganda’s leadership on climate action. 

“We aim to develop an investment-grade NDC that is implementable and trackable. Our focus is on adaptation, green job creation, and securing the future for the next generation,” he said, while encouraging increased private sector engagement.

The workshop concluded with the adoption of the draft inception report and the identification of key national indicators for tracking progress. It also recommended an extensive public awareness campaign to enhance understanding and participation in the NDC 3.0 process.
