Tech Ministry Reviews Progress, Targets Skills for Development

The Ministry of Technology and Science has ccommenced its Second Quarterly Review Meeting running from July 21 to 23, 2025. The high-level gathering, aimed at reviewing the ministry’s performance over the past three months, was officially opened by Minister Hon. Felix Chipota Mutati, accompanied by Permanent Secretary Eng. Dr. Brilliant Habeenzu and senior directors.

Speaking at the opening session, Hon. Mutati emphasized the importance of quarterly performance reviews, calling them a vital tool for transparency, coordination, and improved service delivery. “This performance review is not a one-time event. It should be a culture — a way of working,” he stated.

The Minister emphasized that Zambia’s vision for socio-economic transformation hinges on a skilled and competent workforce aligned with industrial demands. “When we talk of producing 3 million tonnes of copper, it cannot be achieved without relevant practical skills,” he stressed.

Hon. Mutati also highlighted five key strategic pillars central to national development goals outlined in the Eighth National Development Plan (8NDP) and Presidential Directives. These include setting measurable targets and monitoring mechanisms, fostering collaboration, streamlining operational efficiency, aligning programmes with national aspirations, and conducting regular reviews to remain on course.

Permanent Secretary Eng. Dr. Brilliant Habeenzu echoed the minister’s sentiments, emphasizing the need for all interventions to align with Zambia’s Vision 2030 and the 8NDP. 

“We must ensure that every programme contributes meaningfully to development areas such as agriculture, mining, tourism, manufacturing, energy, and digital innovation,” he said.

The meeting brought together stakeholders across departments to reflect on both achievements and challenges, and to strategize on accelerating progress in the ministry’s core mandate areas.
