ZMA Responds to Concerns Over Alleged Sale of Underweight Bread

The Zambia Metrology Agency (ZMA) has responded to public concerns raised by the Zambia Consumer Association (ZACA) regarding the alleged sale of underweight bread products by some bakeries. The Agency has reaffirmed its commitment to protecting consumers and ensuring fairness in trade measurements.

In a statement issued by Ms. Sandra Mwila, Senior Public Relations Officer at the ZMA, the agency highlighted consumer complaints about deceptive practices in the prepackaging of bread. 

In response, ZMA clarified that it has been conducting inspections across the country since January 2025 to assess compliance with weight and labeling standards as outlined in Statutory Instrument No. 56 of 2021: The Metrology (Prepackaged Commodities) Regulations.

The Agency reported a 96 percent compliance rate among bakeries regarding net weight and labeling requirements. ZMA emphasized that under current regulations, bakeries are legally allowed to prepackage bread in sizes ranging from 100 grams to 1 kilogram. However, the actual weight of the product must match the declared net content on the packaging.

ZMA assured the public that it will continue routine and random inspections to ensure products conform to declared weights and that weighing instruments used in production are accurate and verified. The Agency also acknowledged the importance of stakeholder collaboration in addressing such matters.

ZMA commended ZACA for its vigilance and encouraged the Association and members of the public to report any suspected cases of underweight or mislabeled products. The Agency’s inspection unit is prepared to investigate reported cases promptly and will launch a nationwide stakeholder sensitization campaign to raise awareness of metrology requirements in the manufacturing sector.

Operating under the Ministry of Commerce, Trade and Industry, ZMA was established by the Metrology Act No. 6 of 2017. The Agency is responsible for maintaining national measurement standards, certifying and calibrating measuring instruments used in commercial and regulatory contexts, and ensuring the accuracy and fairness of prepackaged goods both locally produced and imported.
