Ministry of Education Launches Commitment Form to Promote Discipline and Accountability in Secondary Schools
The Ministry of Education has officially launched a new Secondary School Commitment Form, a tool designed to foster learner discipline, strengthen accountability, and encourage greater collaboration between schools, learners, teachers, and parents.
The launch, held at Libala Secondary School in Lusaka, was officiated on behalf of the Minister of Education, Hon. Douglas Syakalima, by Dr. Kelvin Mambwe, Permanent Secretary for Education Services. The event was themed “Together Towards a Disciplined Generation.”
In his remarks, Minister Syakalima described the launch as “a significant milestone in the Ministry’s efforts to enhance learner accountability, improve school-community relations, and foster academic excellence.”
Dr. Mambwe emphasized that the Commitment Form is more than just a signature—it is a living tool intended to guide conduct and expectations for all stakeholders. “It must be implemented sincerely, publicly displayed in schools, and regularly reviewed,” he said.
Under the new framework, learners are expected to show respect and prioritize their studies, while teachers are tasked with managing learner behavior professionally. The Ministry has also directed that all disciplinary measures, including expulsions or transfers, must follow proper procedures. Receiving schools will now be required to review disciplinary records before accepting transfer students.
The form will be a required part of every secondary learner’s record and used during monthly, termly, and annual performance reviews.
“This initiative moves us one step closer to creating a unified and disciplined learning environment—one in which all parties are held accountable and education thrives,” the Minister stated.
Yvonne Chuulu, Director of Secondary Education, said the form will promote uniformity in addressing disciplinary issues across the country’s secondary schools. She noted the initiative as a key step in reinstating shared values between schools and communities, enhancing overall learner development.
