Tourism Minister Calls on Japanese Investors at Osaka Business Forum

Zambia’s Minister of Tourism, Honourable Rodney Sikumba, has made a strong investment appeal to Japanese business leaders during the 2025 Osaka Business Forum, highlighting Zambia’s economic resilience and commitment to strengthening bilateral trade and investment relations with Japan.

The Forum was held ahead of Zambia’s Country Day at the ongoing Osaka World Expo. Representing the President of the Republic of Zambia, Mr. Hakainde Hichilema, Minister Sikumba expressed deep appreciation to the Government and People of Japan for their continued support and enduring partnership.

He emphasized the importance of such high-level engagements and pointed out that this was the second business forum held in Japan this year following the Tokyo Business Forum. He noted that these interactions align with President Hichilema’s focus on economic diplomacy.

In his address, Minister Sikumba highlighted Zambia’s economic progress, citing a 4.0 percent GDP growth in 2024 despite the challenges posed by the 2023/2024 drought. He acknowledged the significant contribution of the private sector in maintaining economic stability and reaffirmed Zambia’s strong macroeconomic policies and political stability.

He stated that Zambia is targeting electricity generation of 10 gigawatts and copper production of 3 million metric tons by 2031. In tourism, the country aims to surpass the record of 2.3 million international tourist arrivals achieved in 2024. 

Minister Sikumba encouraged Japanese investors to explore these opportunities through public-private partnerships, joint ventures, and by leveraging Zambia’s strategic location as a peaceful and stable regional hub in Southern Africa.

He also called for the use of Japanese technology and innovation to unlock Zambia’s economic potential for the mutual benefit of both nations.

Supporting the call, Minister of Mines and Minerals Development, Honourable Paul Kabuswe, highlighted Zambia’s efforts to reform the mining sector.

“We are restructuring the mining sector to ensure transparency, efficiency, and sustainability. Japanese investors are welcome to partner with us in mineral extraction and value addition. This is the right time to come on board,” said Minister Kabuswe.

The Osaka Business Forum served as a key platform for Zambia to promote investment, showcase its development agenda, and build lasting partnerships with Japanese stakeholders.
