RTSA, DEC Sign MoU to Enhance Information Sharing and National Security

The Road Transport and Safety Agency (RTSA) and the Drug Enforcement Commission (DEC) have signed a Memorandum of Understanding (MoU) aimed at integrating their information systems to enhance the timely exchange of critical data.

The agreement, signed at DEC Headquarters in Lusaka, is set to fortify the fight against money laundering, drug trafficking, terrorism, and the criminal exploitation of Zambia’s transport system.

Speaking during the signing ceremony, RTSA Director and CEO, Eng. Amon Mweemba, said the collaboration would help streamline enforcement processes and reduce duplication of efforts.

“This partnership will enable both institutions to streamline communication, reduce duplication of efforts, and enhance enforcement capabilities by providing timely access to critical data,” said Eng. Mweemba.

DEC Director General, Mr. Nason Banda, described the MoU as a demonstration of the two agencies’ shared commitment to innovation and security.

“Through this MoU, we are reinforcing our collective resolve to combat drug trafficking, money laundering and associated crimes by closing existing information gaps between our agencies,” said Mr. Banda.

While the MoU does not compromise the independence of either institution, it establishes a framework for coordinated action based on mutual respect and shared national goals. The partnership is expected to strengthen real-time monitoring, investigative cooperation, and proactive response mechanisms.

Public Relations Heads from both agencies — Mr. Chilufya Mwelwa (RTSA) and Mr. Allan Tamba (DEC) — jointly reaffirmed their institutions’ dedication to serving the Zambian people through enhanced transparency, safety, and security.
