UN Approves Global Financing Plan with Zambia’s Support
Zambia Revenue Authority (ZRA) Commissioner General Dingani Banda has lauded the role of strategic partnerships in accelerating the Authority’s reform agenda, citing evidence-based research as a key driver in tackling tax administration challenges.
Speaking at the “Taxing Smarter” conference held in Lusaka and hosted by the International Growth Centre (IGC) with support from the London School of Economics and Political Science and ZRA, Mr. Banda said collaboration has enabled the Authority to adopt innovative, research-driven approaches to complex issues like widening the tax base, taxing the informal sector effectively, and improving voluntary compliance.
“ZRA has evolved into a centre of analysis, innovation and responsiveness,” Banda stated, adding that these partnerships provide high-quality insights that support informed policy-making.
With the theme “Taxing Smarter: Evidence-Based Approaches to National and Local Revenue in Zambia,” the conference brought together researchers, policymakers, and tax administrators to explore smarter revenue strategies.
Twivwe Silavwe, Head of the Tax for Growth Initiative at IGC, highlighted the decade-long partnership with ZRA, noting that shared data and co-designed research have influenced practical reforms.
Also speaking at the event, Kusobile Kamwambi, Head of the Presidential Delivery Unit, reaffirmed government’s commitment to boosting domestic revenue. “Our development depends on our ability to fund it from within. Smarter taxation is central to that ambition,” she said.
