PPDF Advances Sector Reforms to Boost Zambia’s Economy

The Public-Private Dialogue Forum (PPDF) continues to drive critical sector reforms in Zambia through active engagements with stakeholders across agriculture, media, energy, mining, and manufacturing. 

Through its Technical Working Groups (TWGs), the Forum fosters collaboration between public and private sectors to remove bottlenecks, promote private sector growth, and create jobs.

In the first half of 2025, the Media TWG addressed challenges including unregulated foreign media agencies, financial constraints, limited training, and regulatory issues. Resolutions included establishing a Media Trust Fund and strengthening media regulations.

The Energy TWG tackled concerns affecting Independent Power Producers, such as VAT refunds, water permits, currency regulations, and the promotion of Public-Private Partnerships. The Ministry of Energy shared updates on policies and customs procedures for solar photovoltaic products.

The Mining TWG focused on legislative reforms, mine safety, and local content development. The newly introduced Local Content Access System (LOCUS) will centralize local suppliers and support capacity-building and financing partnerships. 

On June 6, the Mining Ad hoc TWG reviewed the final draft of the Local Content Regulations, aimed at boosting Zambian participation by reserving contracts for local contractors. These regulations are expected to be issued in Q3 2025.

The PPDF continues to follow up with government ministries and agencies, with upcoming meetings planned for the Manufacturing TWG and others. The Forum encourages the private sector to submit evidence-based proposals addressing barriers to growth and investment, facilitating solution-driven dialogue and policy reform.

Jacqueline Chishimba, Director of Strategic Communication & Partnerships at PPDF issued the statement, reaffirmed the Forum’s commitment to creating a transparent and efficient regulatory environment that fosters economic growth and job creation.
