Mary Baine Appointed Executive Secretary of African Tax Administration Forum
The African Tax Administration Forum (ATAF) has announced the appointment of Ms. Mary Baine as its new Executive Secretary, effective 1 July 2025. She takes over from Mr. Logan Wort, who has led the organisation since its inception in 2009.
Ms. Baine, formerly ATAF’s Deputy Executive Secretary, brings decades of experience in tax policy, international cooperation, and African public finance.
Her appointment signals a continued commitment to strengthening fair, efficient, and inclusive tax systems across the continent.
In her previous role, she was instrumental in driving ATAF’s strategic planning and expanding its global partnerships. Her leadership helped elevate Africa’s voice in multilateral tax discussions and championed initiatives that empower member states to enhance domestic resource mobilisation.
Prior to joining ATAF, Ms. Baine held top positions in the Government of Rwanda, including Commissioner General of the Rwanda Revenue Authority and Permanent Secretary in the Ministry of Foreign Affairs.
Her work has been widely recognised for prioritising African-led solutions and promoting fiscal sustainability as a pillar of development.

As Executive Secretary, Ms. Baine will guide ATAF’s strategic vision, advocate for its 44 member countries, and support the continent’s broader development agenda amid evolving global tax dynamics.
