Ministry of Technology and Science Finalises Job Descriptions to Strengthen Service Delivery  

The Ministry of Technology and Science has taken a major step toward improving operational efficiency and accountability by hosting a meeting to finalise job descriptions for all its departments and units. 

The meeting was officially opened today by Permanent Secretary Eng. Dr. Brilliant Habeenzu in Kafue District.

In his opening remarks, Dr. Habeenzu urged participants to approach the exercise not as a mere administrative formality or academic routine, but as a critical process that directly affects the Ministry’s functionality and the effective delivery of its mandate.

“These job descriptions are not just documents—they are instruments that define responsibilities, shape how work is delivered, and support the objectives of the 8th National Development Plan,” he stated.

The Permanent Secretary stressed that each job description serves as a blueprint outlining key outputs, required competencies, and reporting lines. 

He added that well-defined roles help eliminate duplication, confusion, and inefficiencies, thereby enhancing performance and value delivery.

Dr. Habeenzu also acknowledged the efforts of Mr. George Matulula, Director of Human Resource and Administration, for organizing the meeting. 

He extended appreciation to facilitators from the Management Development Division for their role in ensuring that the Ministry is equipped with a well-structured and purpose-driven workforce.

The session brought together representatives from various departments and units including Human Resource and Administration, Vocational Education and Training, Science, Technology and Innovation, Communication, and the Data Protection Unit.
