Zambia’s Energy Projects on Track, Says Minister Chikote

Minister of Energy Hon. Makozo Chikote has reaffirmed the Zambian Government’s unwavering commitment to delivering key national energy projects, dismissing recent political commentary suggesting delays or project abandonment.

In a detailed statement, Minister Chikote outlined progress on several major energy initiatives, affirming that each is on course according to its respective implementation plan.

1. Batoka Gorge Hydro Power Project

The Batoka Gorge Hydro Power Project—a joint venture between Zambia and Zimbabwe—is progressing through the Zambezi River Authority (ZRA). The project is currently in the preparatory stage, with updates underway for the 2019 Environmental and Social Impact Assessments (ESIA) and feasibility studies. These updates will guide the procurement and financial mobilisation processes. The Minister stressed that the project remains a high priority for both governments.

2. Maamba Collieries Phase II (300MW Expansion)

The expansion of Maamba Energy Limited’s power plant is advancing following the groundbreaking ceremony held on August 13, 2024, officiated by President Hakainde Hichilema. The new phase will add 300 megawatts to the plant’s output, doubling its capacity to 600MW by mid-2026. The project has secured significant local financing, primarily from the National Pension Scheme Authority (NAPSA), helping to retain investment benefits within Zambia.

3. Nuclear Energy Programme

Zambia is progressing steadily with its peaceful nuclear energy programme as part of a broader diversification strategy. Many Zambian students trained in Russia have now been absorbed into various government institutions, including the Ministries of Energy and Technology and Science. These professionals are contributing to the development of nuclear infrastructure and policy.

4. Lobito Corridor Fuel Pipeline

The Lobito Corridor Fuel Pipeline, a regional project involving Angola and the Democratic Republic of Congo, is currently undergoing feasibility and planning studies. Once completed, the pipeline will enhance Zambia’s regional connectivity and strengthen its fuel supply chain, improving long-term energy security.

5. ZESCO Reforms

Minister Chikote clarified that the Government has no plans to unbundle the state utility ZESCO. Instead, efforts are being directed toward improving its operational efficiency, financial performance, and customer service. Any future reforms will be carried out transparently and in consultation with stakeholders.

6. Expanding Electricity Access

In addition to large-scale projects, the Government has launched initiatives to expand electricity access, particularly in rural and underserved regions. These efforts include the deployment of solar mini-grids, small hydropower systems, and other off-grid renewable solutions to support inclusive national development. 

“The Ministry reiterates that no Government energy project has been abandoned,” Minister Chikote emphasized. “Each project is progressing based on its technical requirements, financing model, and strategic objectives. Our focus is on building a robust, inclusive, and resilient energy sector that improves lives and supports national development.”
