Zambia Urges Stakeholder Collaboration to Shape Priorities Ahead of COP30

The Zambian government has called on stakeholders from the private sector and civil society to actively shape the nation’s climate agenda ahead of COP30, set to take place in Belém, Brazil, in November 2025.

Speaking during the opening of the People in Need SB62 and COP30 Capacity Building and Technical Workshop at Taj Pamodzi Hotel in Lusaka, Green Economy and Environment Permanent Secretary Dr. Douty Chibamba, in a speech delivered by Chief Green Economy Officer Hedges Tembo, emphasized the critical role of inclusive engagement in defining Zambia’s priorities for the upcoming climate negotiations.

Dr. Chibamba highlighted outcomes from COP29 in Baku, including a global commitment to triple annual climate finance to $300 billion by 2035 and the operationalisation of carbon markets under Article 6 of the Paris Agreement. 

He reiterated Zambia’s commitment to international climate dialogue, citing recent policy strides such as the Green Economy and Climate Change Act of 2024 and the National Adaptation Plan.

Rajesh Rai, Head of Programmes at People in Need (PIN) Zambia, outlined the organization’s continued dedication to climate resilience. “We aim to empower civil society with the tools to participate in climate negotiations and implement sustainable solutions,” he said, emphasizing the need for integrated adaptation and mitigation strategies.

ZCCN Board Chairperson Maggie Mapalo Mwape emphasized the need for grassroots engagement, stating, “Zambia is not only a climate victim but also a source of community-led solutions like indigenous climate-smart agriculture.” She urged the drafting of a unified position paper to present at COP30.

The workshop, co-hosted by PIN Zambia, brought together key players including ActionAid, CARE Zambia, WWF, COMESA, and UNDP, reflecting a strong coalition in Zambia’s climate response efforts.
