New Local Gov’t Minister Calls for Hard Work, Effective Service Delivery

The newly appointed Minister of Local Government and Rural Development, Hon. Gift S. Sialubalo, MP, has urged Ministry staff and all 116 Local Authorities to embrace hard work, accountability, and a proactive approach to enhance service delivery and improve the livelihoods of Zambians.

Speaking during a Senior Management meeting at the Ministry, Hon. Sialubalo emphasized the critical role of local authorities, including Town Clerks and Council Secretaries, in effectively executing the Ministry’s mandate. 

He highlighted the need for accelerated service delivery and empowerment programs, ensuring that more citizens benefit from government initiatives.

The Minister particularly stressed the importance of the Constituency Development Fund (CDF) in fostering community development, pointing out that well-implemented projects—such as the construction of health facilities, schools, and market shelters—would bring essential services closer to the people.

“As a people-centered Ministry, we must work diligently with a positive mindset to accelerate service delivery. It is imperative that more empowerment programs, such as CDF loans and grants, are made accessible to citizens,” Hon. Sialubalo stated.

He reaffirmed the government’s commitment to increasing CDF utilization from 56.9% in 2023 to 98% by 2026, calling for enhanced public awareness and engagement to achieve this goal. 

Additionally, he emphasized the need for strong collaboration between Civic Leaders and appointed officials to effectively meet the aspirations of the people.

Hon. Sialubalo further revealed that the Ministry will closely monitor and evaluate the performance of Local Authorities to ensure transparency, accountability, and efficiency in service delivery.
