Dr. Bulaya Pushes for Tax Exemptions and Strategic Initiatives to Boost Agricultural Mechanization in Zambia

The Executive Director of the Agricultural Climate Action Foundation, Dr. Oliver Kandela Bulaya, has called on the Zambian government to implement tax exemptions on imported mechanization equipment to enhance agricultural productivity and drive economic growth.

In a press statement, Dr. Bulaya expressed concern over the high cost of agricultural machinery, which remains a significant barrier for smallholder farmers. 

He emphasized the need for collaboration between the private sector and NGOs, such as the Conservation Farming Unit (CFU), to promote conservation tillage systems and provide farmers with the necessary tools to improve productivity.

Dr. Bulaya commended the government’s National Agricultural Mechanization Strategy (2024-2028), which aims to boost food production and sustainability while addressing the growing global demand for food. 

The strategy is expected to stabilize the agricultural sector by ensuring mechanization is tailored to the socio-economic conditions of farmers and meets environmental standards by 2030.

Key aspects of the strategy include the establishment of Mechanization Centres in all 116 districts and Farmer Training Centers that will provide essential equipment. 

Additionally, initiatives such as the Citizens Economic Empowerment Commission (CEEC) and Sustainable Agriculture and Agribusiness Financing (SAAF) Loans are helping farmers access machinery.

Dr. Bulaya further stressed the need to align mechanization efforts with climate-smart agricultural practices, advocating for tools like rippers and zero-till planters that preserve soil health and mitigate climate change effects.

“This strategy will not only improve food security but also enhance the competitiveness of local agricultural products, strengthen value chains, and ultimately increase farmers’ incomes,” Dr. Bulaya stated.

With Zambia’s agricultural sector being a key driver of economic development, stakeholders are optimistic that these initiatives will pave the way for sustainable growth and climate resilience.
