Zambia Gears Up for 2026 ICAO USAP-CMA Security Audit

The Zambian Civil Aviation Industry is set to undergo the International Civil Aviation Organisation (ICAO) Universal Security Audit Programme Continuous Monitoring Approach (USAP-CMA) security audit in 2026.

Speaking during a stakeholder engagement meeting at M’kango Golf View Hotel, Ministry of Transport and Logistics Permanent Secretary, Mr. Fredrick Mwalusaka, emphasized the audit’s importance in benchmarking Zambia’s aviation security performance against global standards.

“This process requires a unified effort from all stakeholders—government agencies, airport operators, airline representatives, and law enforcement entities—to address challenges and showcase Zambia’s commitment to aviation security excellence,” said Mr. Nkumbu Siame, who represented Mr. Mwalusaka at the event.

The meeting highlighted objectives such as understanding ICAO’s audit framework, assessing Zambia’s preparedness, and fostering collaboration to ensure compliance with international standards.

The Civil Aviation Authority (CAA) Director General, Captain Derrick Luembe, commended stakeholders for their support in the 2024 Universal Safety Oversight Audit Program (USOAP CMA), where Zambia achieved a 72.94% score. 

He urged continued collaboration to ensure readiness for the 2026 audit.

The USAP-CMA audit aims to enhance global aviation security by assessing Member States’ compliance with Annex 17 and Annex 9 standards under the Chicago Convention.
