Zambia’s Road Tolling System Earns Regional Recognition

Zambia’s road tolling system has been praised as one of the best in Africa, attracting study visits from over 20 countries.

Visiting Zimbabwe National Road Administration (ZINARA) official, Ms. Patience Shuro, said Zambia’s National Road Fund Agency (NRFA) has strong systems to manage revenue, setting a good example for other nations.

Ms. Shuro, who led a team to Zambia, highlighted the use of Public-Private Partnerships (PPPs) in road development as an excellent way to fund road projects outside government budgets.

The team visited Zambia to learn about fighting corruption, preventing revenue losses, and improving integrity in road fund management.

NRFA Acting Director, Mr. Daniel Mtonga, said Zambia initially learned from Zimbabwe’s tolling system and encouraged ongoing cooperation between the two countries. 

The visit included lessons from the Anti-Corruption Commission (ACC), Zambia Revenue Authority (ZRA), and Road Transport and Safety Agency (RTSA).
