No Inmate Should Sleep on the Floor by the End of 2024

The Ministry of Home Affairs and Internal Security in Zambia is nearing completion of a state-of-the-art correctional center in Mwembeshi, Chilanga District, marking a significant stride towards enhancing incarceration standards and safeguarding human rights. 

This initiative is a direct response to President Hichilema’s directive to eliminate the practice of inmates sleeping on the floor by the end of 2024.

Under the meticulous supervision of the Permanent Secretary, Mr. Josephs Akafumba, and with the diligent efforts of the Zambia Correctional Service, led by Senior Assistant Commissioner Mulenga Nkondwa, the procurement of bunk beds for all correctional centers is underway. 

This directive, in accordance with international standards such as the United Nations Standard Minimum Rules on the Treatment of Offenders, underscores the commitment to humane custody and the safeguarding of human rights.

During a recent inspection of the construction progress in Mwembeshi, Mr. Akafumba reiterated the government’s dedication to providing dignified living conditions for inmates. The construction project, managed by Mukuyu Ventures Limited, has reported over 90% completion. 

Eng. Nalish Kumar, representing the contractor, outlined the facility’s impressive features, including 28 dormitories capable of accommodating 52 inmates each, educational facilities, a library, a kitchen, and dedicated clinics for both officers and inmates.

Furthermore, as part of a Public Private Partnership agreement, the project encompasses the construction of 66 housing units for officers, ensuring their well-being and efficiency in carrying out their duties.

Notably, the evolution of the Zambia Correctional Service towards a rehabilitative approach to imprisonment is evident. Emphasizing skills training, psycho-social support, spiritual counseling, and educational programs, the service aims at not only ensuring the humane treatment of inmates but also facilitating their reformation and successful reintegration into society upon lawful discharge.
